The objective initially set by Ofgem for the Workgroup was for the industry to reach an agreed position on what central information system services are required, the level of costs, how the associated costs should be met, and the service standards that should apply to key services. The Ofgem deadline for the draft report was 19 January 2007, with the final report to be submitted by 23 February 2007.

The Workgroup has subsequently been re-constituted to consider how to implement the proposals outlined by Ofgem, as part of the Gas Distribution Price Control Review, with respect to the funding of services provided by xoserve.
