On 17 April 2008, the Modification Panel determined that a Development Work Group should be established to take forward work on Modification Proposal 0209. The Development Work Group was charged with producing a Development Work Group Report for the Modification Panel to consider on 16 October 2008, subsequently extended to 19 February 2009, with a further extension agreed until 16 April 2009.
