On 18 September 2008, the Modification Panel determined that a Development Work Group should be established to take forward work on Modification Proposal 0224. The Development Work Group was charged with producing a Development Work Group Report for the Modification Panel to consider on 18 December 2008, subsequently extended to 21 May 2009.
